The compromise amendments adopted by the Industry, Transport and Energy committee of the European Parliament include national binding targets, which would ensure that Member States seriously commit to delivering together the 20% target.

Tre adopted measures would be sufficient to close the gap. Efficiency obligations have been improved in quality and enlarged in scope but overlaps with most other EED measures are possible. Public sector renovation and procurement requirements have been clearly strengthened. Exemptions from CHP requirements have been deleted.
