The Commission proposal for an Energy Efficiency Directive was adopted on 22 June 2011.

It comprises a set of targets and measures aiming at tackling the barriers that stand in the way of energy efficiency. But as it stands, it would only close 2/3 of the current gap to the 20% savings target.

The majority of savings in the proposal are expected to come from efficiency obligations on energy companies, but results are uncertain due to flexibilities, lack of definitions and opt outs.
